In February 2019, OSHA introduced the mandate that employers must evaluate every crane operator to verify that they are qualified to operate equipment safely and can identify and avert risks associated with crane operation. Qualification consists of three criteria — employees must be trained, certified or licensed, and evaluated.

The ruling is recorded under the Cranes and Derricks in Construction Standard in 29 CFR 1926 Subpart CC.

It establishes that it is the employer’s responsibility to confirm that each Mobile Crane Operator is:

    Crane operators must be trained to operate the crane type(s) for which certification will be issued through a combination of practical, hands-on training and formal classroom instruction.

    Crane personnel must obtain certification/licensing in accordance with Subpart CC. Employers can provide the required training and testing for certification or licensing through a third-party agency as long as this organization meets the needed criteria.

    3 Evaluated

    Employers must verify that their employees can perform the necessary hoisting operations to safely operate the specific equipment that will be used. These abilities include being able to recognize hazards in the workplace and take steps to avoid employee injury or equipment damage. These skills must apply to the specific software platforms, safety devices, operational aids, and equipment configurations and sizes used in the workplace.

Third-Party Crane Operator Audits From CICB

With its update to Subpart CC, OSHA ruled that employers must evaluate crane operators by verifying that each is an individual “who has the knowledge, training, and experience necessary to assess equipment operators.” [1926.1427(f)(4)]
